Highway dispute

My neighbour owns my access road to my land, i have got legal right of way, it has been adopted by council many years before neighbour purchased it. (1) was he allowed to buy an already adopted road ? (2) he has been narrowing lane restricting me driving large vehicles delivery lorries etc up lane is he allowed to do this ? local planning and highways was of no help.

Is it an official road, just some dirt road thru a field?

he shouldn't restrict you driving trucks down it and what not. i don't know if he has a legal right or not.

Can you build your own road through your property and not worry about his road anymore?

It is an access lane serving my land which i have had stables for my horses and garages, sheds and haybarns which i have used for 30 years. i cant build my own road because neighbour owns the lane.the local authority adopted lane approx 20 years ago my neighbour purchased land which lane sits on 7 years ago.the lane is my ownly access to my land.
