Sounds like your bosses are cracking down on him. He's allowed to do all of those things, but he is a lousy manager if he does things that affects you and doesn't give you an explanation why. You're an adult and you have every right to ask what is going on. Sometimes, there is info that managers can't tell you, but I'll bet if you talk to him you will be a lot less in the dark than you are now.
I agree with Sidelko. If you try to talk to him and you still feel uneasy - life is too short - look for another job. It's always good to keep your resume up-to-date and your interview suit dry cleaned.
