How do I get in touch with Steven Harper about my birth certificate ?

Hi ,I have tried to get a birth certificate for 10 yrs. now and they keep telling me I don't exist.
I pay taxes have all kinds of legally obtained documents ex:drivers licence,hunting licence,gun registration,health card,social security number,marriage licence , 3 childrens registrations and birth certificates.
So I need to get a hold of Steven Harper because of my age and I need to get this document now.
