How do I get paid from a former employee

I had an employee that owes me 1100.00(700 for a personal use of company phone and 400 for fuel we gave him from our company tanks). He doesn't deny he owes this. I took it off his last paycheck but the employee says according to alberta labor laws I cannot do that. Is this true and if so then how am i supposed to get paid because he has no job. We have been telling him for months that he owes this and he kept begging us not to take it off his check each month. now he now longer works for us as he quit without any notice. I am from Alberta Canada. What am I supposed to do?
