How do I write a notification letter?

Texas states that I need to write a letter stating that I am suing them and why. I had a roofer who did not complete the job, kept asking for more money, until he as terminated. The engineer told him the job was ok and passed the roof for completion. We had the windstorm people come and inpect and they did not pass it. The engineer simply stated, "Oh that was a mistake to call them." He refused to provide anything in writing. Do I sue them both?

No one online can answer this most complicated question. There is no way on earth that you can bring suit, pro se, about a situation such as this. You must hire counsel, they will will implead all the necessary parties.
I wish I could be more help, but your intial consulation along with reviewing the documents and reports will take a couple of intensive hours.
Good luck though, I hate ot hear this sort of thing, people in need after storms , taken advantage of.

Actually, the court told me what I needed to do and how. I just need to know the best way to write the notification letter. Fortunately, I am not a storm victim, just a victim of a poor roofer, and an engineer who didn't do his job. It's not as complicated as you seem to indicate.
I did some on-line research and have some good ideas on how to write the letter. Thank you for your time to answer my question. All help is appreciated.
