How do you obtain a letter of administration?

Mother passed away and had a reverse mortgage that was deeded in the name of a Revocable Living Trust that had (4) successor trustees. The bank which has the reverse mortgage has asked for a Letter of Administration within 90 days? Is this something that we would get when we receive the certified death certificate, or when we file the death certificate along with the Living Trust with Probate Court?
