How late can contractors be allowed to work in non emergency repairs?

How late can repairs be made in my apartment building if its not an emergency? Its 11:15pm and contractors are still installing windows. Im in NY.

MY landlord has hired contractors to install new windows. It is after 11pm and they are still working very loudly. There is loud hammering, banging, sawing and dropping heavy equipment on the floor. They are in my neighbors apartment a few doors down.
