As a landlord (LL) you cannot just cut off the water due to non-payment because you are legally required to provide certain necessities of living i.e. heat, pumbing, HOT &COLD WATER, trash disposal etc. You can be sued. Why would they owe a water bill anyway? Water is normally provided even if they are liable for gas & electric. If they are not leaving why would they be taking your belongings? This makes no sense. However, if wanting tenants to go what an LL could do is a legal eviction for non-payment or lease 'breach of contract' (other reasons), but it requires step by step procedure. Tenants have to be told how much to pay in back rent by a given date if it's due to non-payment, then on not paying by due date are given depending on the State/county 30 days notice to vacate. If the procedure is done step by step the sherrif's department will enforce eviction.
