I have a neighbor who has called the police 14 times over crazy issues. He has bullied me and threatened me. Why do the police do nothing?

First call to police. 8bt10 picture of cat not mine. police said he said my cat urinating in his yard. #2. 4-5 times regarding my lamppost being on at night. That is it's purpose. #3. 5 times my tv is to loud. #4. Alittle bit of water got on the bottom of his house and he called the polce. I was watering an ornamental tree close to my fence line. He has accosted 6 staff people as they were entering my property. Asking. What are you here for. He also has threatened me. Bully me. Accosted my foster son and his van bus driver. Demanding to know his age. Was going to call DSS to reportme for being late to arrive home. He called DSS to tell them I kept my Foster son home and he was in yard smoking. It was a neighbor's son home. Today he harrassed my contractors requesting a building permit. They had only just arrived to unload their tools etc. I live in fear never knowing when he will call polce again. They have done nothing to him. He has lived here all his life and I believe he knows all police. I do not. He went to new neighbors and told them I was crazy and to not go near me. This is all TRUE.What can I do?
