If a manager questions an employee about another employee; is that considered harassment?

As a manager, I questioned an employee who was a potential witness of an occurence by another employee that resulted in progressive discipline to the other employee. When the discipline was to be imposed, the questioned employee retracted her comments (due to pressure from shop stewards) and in turn filed a letter stating I was "harassing" her. Once she retracted her original comments, discipline was not imposed on the accused employee.
