In Nevada, is it illegal to refuse to surrender a car to a repo man?

Last Sunday, while at my mother's house, my brother and I had gone outside to have a cigarette. While outside, I saw a tow truck driving in reverse from down the street and before we knew it he was trying to back up to my brother's vehicle. I quickly jumped in between the vehicles to stop him. He starting yelling at me that the car was to be repo'd, nearly ran me over and said he had a legal right to take the car. I asked for proof of this legal right and when he went to grab it from the passenger seat, my brother jumped in the car and drove off. Needless to say, the repo man became very angry and agressive at this time, pulled a badge out of his truck and said he could arrest me, said he was calling the police to come arrest me and said "You're lucky you didn't get maced!" He also said that he was going to report the car as stolen and if my brother was pulled over in the car he would go to jail for GTA. My question is this: based on what my brother did, which was simply drive off to avoid the repossession, can the repo man/company report his car as stolen.
