Is it against labor laws to be told that a employee would recieve a promotion ,have employee do duties of the job, then without notice give job and pr

I was told my my boss that i would be made the relief mgr, i also did duties of the relief mgr position. we had a discussion 2 weeks ago that their maybe a posibility that i would need to move out of state. the next day i told my manager that the problem was taken care of end of discussion. then 3 days ago i come into work and see another employee being trained for the position that i was to have . the mgr said she gave the position to this person because she was pissed off at me for leaving. i never gave my notice of termination in writing . by law was she not required to let me know that for whatever reason that i was no longer going to have the promotion she had already offered me
