I recently quiet my job at a dentist office and they are refusing to give me my last pay check until i pay a balance of a service? is this legal

No it is not legal,call the labor board. The dentist can take you to court for any bills they have on you,but they cannot with hold your check.

Yes they can hold back payment from any source that they may have for service they have given. till you pay your bill. that is an attachment, and it is legal .
