Police records and police reports are usually two different things. Records could be details about individuals who have had police contact/arrests. Police reports are those written reports about incidents. These reports are usually governed by the Public Records Act which prescribes that police departments maintain these reports in a secure manner and release them under certain conditions only.

If you are specifically asking if it's possible to look at police REPORTS online, the answer is usually no, unless they've been released to the media at some point. Requests for police reports need to be made with the agency who created the report. These requests usually need to be made in writing, and there is a fee involved.

Most police RECORDS are also not available online, although court records in some areas can be researched online. A search by name might reveal court case numbers and the type of case it is.

Every police department has a records area which receives daily requests for reports. There is normally a small fee, ($10-20) to research the case and print it and it may take a few weeks. But...generally you must be a party to the report and the case would need to have completed all court proceedings if it was a criminal case. Even if you are a party to the report some information pertaining to others may be deleted as determined by the releasing County or City attorney.
There are web sites where you can research criminal and civil filings in court, but not much information pertaining to the case will be present.
