Is this considered harrasment? Is it legal?

My ex boyfriend is a police officer in Casa Grande, Arizona. In March one evening he was parked watching me in the same parking lot that I was in. He was on duty.
When I left , my friend was driving behind me, he pulls along side of her truck at a slow speed in the next lane. He turns his flashers on and forces his police car in between my car and her truck. I pull over. He calls for back up and when they arrive they all stand together talking, he gets some papers out of his car and hands them to another officer.
I then hear someone tell him he can go. He leaves along with two more officers. He never tells me why I was pulled over. The officer that remains is a new officer still in training with a corporal. He informs me that I am receiving a ticket for driving on a suspended license and they are impounding my car. Then he tells me he is serving me with an order of protection from my ex boyfriend. This entire ordeal was for me to be served. Neither officer was ever behind me while driving prior to my ex turning on his flashers, the rookie never saw me driving, yet he issues me a ticket that says I was on a road that I was never on. Is this legal? Was my ex harassing me? I plead not guilty in court. I am awaiting a pre trialconference now. Can you please help me? Thank you

It sounds like it's time to request a lawyer, if you don't already have one. Using his authority to be vindictive it wrong, and needs to be addressed. I would say he's harassing you. Definitely get an attorney for this case. Might even request a jury trial.
