It sounds like you have two questions
How to straigthen out the accounting ( the state sent him a letter stating the child support was current)
and
How to raise bail.
The answer to both is an attorney.
Anytime, anyone is in jail for anything, they need legal counsel.
An attorney can present your evidence to the judge, and ask that your husband be released ROR, becaue he has a defense to the accounting.
I wouldn't get my hopes up though. If you post bail, it will probably be seized to pay the past due child support.
Of course , another way is to pay the back support, and then if an accounting shows errors in his favor, the funds will be applied to future payments.
The nutshell answer of arrest for back child support is money.

Some states and some judges will allow a "work release" type plan if the debtor can prove that incarceration will significantly impact the safety of minor children
The children will have to go to foster care, or the debtor is the sole support of minor children residing with him) Losing your job, etc is usually not persuasive. It will depend on how hard a line your state is taking. and how much is owed and the circumstances. Retain an attorney Monday morning
