You're the one going to court or paying the fine, not the car. A ticket need only include who and what. Everything else is pretty much to take up space on the paper. Oh and by the way KY and VA have reciprocity with each other. If you decide not to pay KY, VA will suspend your license or arrest you.

There are more people worried about how to get out of paying their tickets, when they should just pay the fine. As long as the ticket has the correct name and licence plate number that is all that is needed, even if there is a wrong date, we all have done that before. You might want to see if you can go to drving class to have your ticket dimissed.

Looking for the loop-hole in this ticket is just a dream whipping up by your subconscious mind telling you that “you really didn’t do anything wrong”. If there is indeed a loop-hole I would be willing to bet that the invalid date is not it. This is about speeding in a car you were driving and not an expired inspection sticker. Unless you can prove that the Trooper was using faulty “out of date” equipment (using out of date as the key words here) the trooper pretty much nailed you. I would say that you stand a better chance using the (Trooper didn’t show up for court defense) if you decide to have a hearing. Good luck with your case!
