There are different types of Power of Attorney's "Nondurable ," "Durable," and "Springing" Power of Attorney. I say this because it would more than likely depend on what kind the person of question had and the logistics contained in the document.
On a basic level this action is not necessary illegal, may be morally wrong, but not "illegal". In general the Power of Attorney does not necessarily have any obligation to the Funeral Director to disclose any information other than what is needed for the burial.
