The holding further affiremd the "rational basis" standard of review for adminstrative review; and that the agency violated the APA, in that their recission of ( passive restraints; et al) was "arbitrary and capricious" and should "...an agency changing its course must supply a reasoned analysis HOWEVER this Court stated :"We do not require today any specific procedures which NHTSA must follow. Nor do we broadly require an agency to consider all policy alternatives in reaching decision. "

and there were 4 dissenst that thought the agency explianed their reasoning quite enough.
At least that is what I got out of it.
