Yes, he can earn money even though he is getting a disability payment from the military. You are not pre-empted from working. However, you do have to pay taxes on your other income.
Disability from the military has nothing to do with wages earned from working a job. A veteran is given disability due to injuries incurred while serving our country. Disability is not taxable income either and taxes would only have to be paid on wages earned from other sources.
The veteran is classified as unemployability at 100%. Does this make a difference?
