What could this $25,000 annual tax free government/military check be for? (Not a disablity check.)

My deceased father was a career military man from about 1940 to about 1966. He always said that he was in Air Force photo intelligence. In addition to his retirement check we have recently discovered that he received $25, 000 deposited tax free into his checking account each September. (My mother continues to get the check every September but she doesn't know what the check is for.) The check comes with no additional paperwork and she receives no 1099 IRS form. Mom's accountant says that she has seen checks with these exact codes 3 times previously in her career and was told by one client that it was for 'spy' services. Could this be true or are there other reasons for a annual tax free check?

He was NEVER DISABLED IN ANY WAY.
