Can I be eligible to collect child support from 1963?

I was fathered by a Navy Sailor and born in September of 1963. My father gave not 1 penny of support to my mother; I NEVER met my father. I searched for him & found him living in Indiana in 1990 and spoke with him over the phone a total of 3 times from November 1990 to January 1991. He refused to take my phone calls after our last conversation because I mentioned to him about support and why he never came for me. In March of 2002, my father passed away, he wanted me to come to his bedside before he died, how could I after his disowning me! He has raised two families and never once considered me. How could a man that served in the Navy get away with that? What steps do I need to take for eligibility for back child support when the man is deceased? If I can do this I want to proceed with action.
