Can I use other companies no postage enevlopes to mail other people with?

A friend of mine was talking about how you can send back a company's junk mail by using a No Postage due company envelope. She's trying to be greener and she wants to eliminate paper waste.

but what came up was if can you use one of these no postage due company envelopes to mail someone else. Let's say your grandma. Is it ok? will it work?

It might actually work, but what happens with this type of mail is it is scanned into the system and the company is billed for it, so I wouldn't on purely ethical reasons, as I would consider it theft of a sort.
