I have asked myself all those questions you've listed above as well when I started a few days ago.
I've read some responses on this site that says that Webanswers is presently looking to allow you to earn by asking questions. But this I think is still in it's trial stages.
I asked a lot of questions as well for someone now starting because well.. I had questions to ask.
Also I spend my time trying to answer with quality answers and then people don't award any answer.
I can tell you this. I've learnt that you can also earn money by answering questions with a quality answer. Webanswers has a way to calculate the quality rating of an answer. Also when a question is answered by several people and no one has been awarded an answer then the revenue from that question is shared amongst the persons responding. However, the quality rating of the responses is also done and the responses with the better rating get's a greater share of the revenue (I think).
My advice - keep at it. Spend the time to respond to questions with quality answers and hope that they get awarded to you. If they don't get awarded at all - then don't worry. You might still earn revenue once your answer is good. I continue to ask questions hoping that webanswers will publish some literature soon explaining whether or not you will get revenue from the ads for asking questions as well. So, again my advice - continue to ask your questions as well.

I too wish though that people awarded their questions with the best response more often but oh well. Just keep at it.
