There is a law called the Fair Debt Collection Practices Act that gives the debtor rights. Here is a good article so you know if they over step their bounds:

I am a third party...but they keep calling they change the phone number and the person calling and just keep calling 3 times a day
I just posted this in another message, but it applies to you as well:
It is against the Fair Debt Collections Act to contact you when you submit for them to cease and desist - IN WRITING. Unfortunately that is what most people miss, but it's good news in your case.
Here is what you do. Next time they call, ask them their name and the collection agency name and number (it is illegal for them to give you a wrong address). Write a letter stating that they have the wrong phone number. Go to the post office and mail certified mail. This way the letter has to be signed for and you will get a receipt as proof that the letter was received. If they contact you after that, you have the right to sue them for $1,000 according to the Fair Debt Collections Act.

Let me know if you have any more questions.
Why were they refusing your monthly payment plans? to low?
the only thing you could do is pay them back to get them off your back, or maybe file for bankruptcy, which would by you some time.
