Do springs "go soft"? I am trying to uph a 1930 sofa. No matter what I do, The ends of seat feel soft, and cause earthquake with cushions when you

Get up. I have removed all twine and retied three times, but keep getting the same results. Please help! Also last time I was in there, I added three springs between last two rows, which are slightly taller, SAME RESULTS! This is a total re-do, very little of original webbing or twineto look at when begining, covering in velvet---any way THAT is part of the problem? I am at my wits end...hate to tell client that short of completely replacing ALL springs with new, there isnt much more I can do...but if some one ELSE say that, Maybe I can know that I truly have done all that I can..
