Grasshopper 225 want start

No electric to key, set on seat, opened handles, took brake off, no fire to starter, repalced fuze at starter, still won't crank, shorted across battery cable to selenoid will turn over and over but engine won't start? what is wrong?

The grasshopper has an interlock to prevent start this is from spec sheet manuels are not available online but you can buy them
Prevents engine start when PTO clutch is engaged or steering levers are in drive position. Allows operator dismount without engine shutdown only when PTO is disengaged and steering levers are locked in neutral

something in interlock will not let you start
