Handicapped parking

How many spaces are required for handicapped parking in a public lot and how close should they be to accessible doorways and can a obviously handicapped person be refused a space close to the entrance and must he use a space quute a distance away.

A building owner and tenant have decided that another tenant must use the parking spaces that are the furthest from the building - regardless of handicapped registeration. they have resorted to direct the cars where they want them and they went so far as to have a person with crutches walk an extremely long distance to gain entrance to a building. The lot is a public area.
