It is actually technically illegal for minors (the age depends on the state, but typically 13-16) to have sex. Now who is going to press charges if it is too minors, no one, but if you are caught the police can stop you or call and tell your parents. You won't do jail time, but if you are that young, you don't understand the gravity and the consequences, so you should not be having sex.
The legal age in Maryland to consent to sex is 16.
