Private builders inefficiency

Dear Lawyar
i have purchased flat from repuited builder, at the thime of booking they promised exclusive club,swimming pool and appropriate security system in the complex. Now it almost 5 months i am staying there and till now club & swimming pools are not operational and security is also of sub standerd. Secondly quality of the construction is very poor. Despite of several request to the builder senior officer no body is taking care of the resident. I paid regisrty amount in the month of may07 as per circle rates applicable at that time. as per agreement, but they register the flat in my name after 5 months by that time HUDA revised the circle rates and builder forced me to pay the difference.
can we get some assitance.There are 50 resudebts staying there.
