Rates of Pay

If you have an employee assigned to a job at pay rate at (ex) $10.00/hour and this employee works in another program within the company with a pay rate lower than $10.00. Do you have to pay the employee higher rate if that employee works in the lower paying position to fill in for being short staffed in that program?
