Room mate issue

My roommate left for work 3 days ago and has not been seen or heard from since, until this morning when a neighbor came over. My roommate called her and asked her to come to my apt and gather her things. I told this neighbor that my roommate can come get all her clothes and personal effects as soon as she gives me the money she owes me for 1/2 rent, 1/2 phone and 1/2 elec ($419.00).
Is this legal for me to hold on to her things until she pays me?

I don't think you have to let your neighbor in to collect your roommates things since they aren't theirs.

is your roommate not coming back to avoid paying you the $419?

My roommate was positively avoiding me so she wouldn't have to pay me the money she owes me but a few hours ago she and the police showed up at my door and the police told me I couldn't hold on to her belongings so I had to give her everything she had here and I got screwed for almost $500 worth of rent and utilities she owes me. The police said I could take her to small claims court. I don't even know where she is so I quess I just got screwed again!!!
