This is from the state of North Carloina's Web site:

The Legislative Branch makes laws for the state of North Carolina.

The Legislative Branch is made up of the House of Representatives and the Senate, together known as the General Assembly. The Legislature meets biennially and all members are elected for two-year terms.

I hope this helps.
