What are the osha regs re: parking motorcycles by glass buildings?

At a KRAGEN AUTO SUPPLY; an employee parks the motorcycle outside on the sidewalk by the building....while they also post "It is illegal to leave HAZMAT, or any hazardous substance outside facility".

Would the cycle's fuel-tank constitute a hazardous material?

Are there any CALOSHA regs which dictated minimum-distance for cycle-parking in public areas?

If kragen wants him to move all they have to do is tell him and then tow him osha doesn't have any thing to do with it fire code maybe obstructing an entrance maybe or handicap access maybe
