I don't know about chlorine specifically, but for a long time the best weed-killer you could buy was sodium chlorate but after using you couldn't plant anything there for a year. I don;t think you can buy sodium chlorate anymore.
There is some chlorine in the drinking water here and the plants don't much like it though none have died from it yet.

Pure chlorine will kill most plants. However, chlorinated water will not kill your plants. Most tap water and swimming pool water have some form of chlorine, however, it's not a significant amount to kill most plants.
