What is the new law for witness duty in the State of Virginia?

I read somewhere that there was a new law regarding witness duty. Please advise.

Light duty

If a person is on light duty but the company never gives this employee any work and expects the employee to sit in a supply room, with no windows and do absolutely nothing, is this unfair treatment.
