Who can claim a foster child on their return

I have a child in relative placement in her grandmother's home. The father continues to claim the child on odd years as the parenting plan states, even though the child is currently a dependent of the state and is placed with the grandparents. Can the grandparents claim the child every year, including the odd years?

Has the custody agreement been changed since the child has been in your grandma's custody? Technically she should be the one claiming the child since she provides a home, food, school supplies, etc. Does he pay child support to the grandmother?

The father may pay support, but it does not go to the grandmother, rather to the state for repayment of costs of the dependency
