Who has the right to commit someone to a nursing facility?

My ex-husband, a paraplegic, is unable to care for himself and now has put our 21 year old daughter, who lives with him, in very awkward situations to say the least. He has been unable to care for himself based on his choices and now she is physically and mentally stressed, can she commit him to a nursing facility? How can she be heard as the rationale one to have him taken care of by someone other than herself, she is unable to handle situation at hand. HELP.
