Will wearing neoprene socks protect my feet from frostbite after i get out of cold water when the temperature is under 32 degrees?

I find jumping into cold water in lakes in the winter to be very useful. I am concerned, in situations in which the air temperature is under 32 degrees not to get frostbite in my toes after leaving the water, before i can get back indoors? can anyone provide me a formula for what to wear and/or do, so that i can be certain not to get frostbite in such type situations?
