Do free means free

Every body say free ring tones but always looking for money. Do free mean free? or slightly free?

If a site advertises "Free" ring tones, then the ones they allow you to download without a charge are free. These companies usually give away free ring tones to entice you into visiting their site so they can "sell" you other ring tones besides the ones they are giving away.

It should be a dead giveaway when you notice that the free ringtones they are giving away are not as good as the ones they want to sell you for a fee.
