If you do not have any taxable income nor do you have any earned income. You are not eligible for any tax benefits. There is no requirement to file a tax return.

You must have earned income (wages, tips, self employment) to be eligible for the refundable earned income credit.

SSI is non taxable Un-earned income.

If your getting SSI you cannot file taxes because it is not earned incom. Single parents are allowed to file taxes if their working and if they make under a certain amount they are eligiable to get an unearned tax credit. You are not elibiable since your not working. You can always call SSI and they will tell you.
