The smartest animal would be the dolphin, based on their ability to use objects, learn to adapt to their environment, and have the ability to use speak using complex patterns of chirps and whistles.

I think humans are the smartest animals, despite all of the evidence to the contrary : )

Other than humans, I think the other great apes such as the chimpanzee, gorilla, and orangutan are the smartest animals in the world.

Some factors that show higher intelligence than other animals are complex social structures, tool use and language learning capabilities. The great apes have also shown evidence of being self aware in behavioral studies.

Of the non-human great apes I would choose chimpanzees to be the smartest animal in the world. Chimpanzees have very complex societies where observations have been made of what were once thought to be purely human behaviors such as lying. Chimpanzees in the lab environment have also been able to learn complex tasks such as language and computer use, basic arithmetic, and color and shape recognition.

You should also consider crows. Recent experiments have shown that they will also use tools given the opportunity (using a piece of straw to extract bugs from a jar, etc).
