Can a 501c have another person use your non-profit ?

Ie: Cat and Kitten rescue, "A" (Volunteer) goes to the store and uses the "B"'s (501c status) for adoptions, can this be legal. No money passes from A to B or B to A. Is there anything special that has to be done if A uses B's non profit ?
