Yes you can give yor dog this---commonly known as Benadryl. I have a male boxer who is 80 pounds and our vet recommended we give him two capsules (25 mg each) every eight hours as needed. This will make him sleepy for a short time but we have only had good results from using it.

If you have a smaller dog than Boxer, you can give pet 5 ml (1 tsp) per pound of weight. And yes it will make them slower and drowsy.
