This is called Flea Allergic Dermatitis. You will need to be using a prescription flea treatment such as Frontline Plus. You will need to see your vet about this, your vet can also prescribe treatment for the rash until the fleas are under control. It is important to remember that you must also treat your home and yard once or twice to be fully rid of this problem. Ask your vet what products he/she recommends for home and yard.
