Sometimes dogs will howl when they hear sirens or other loud higher pitched sounds like clarinets and flutes. These sounds may even come from a television set. Dogs do this as an instinctive response to hearing what they interpret to be another howl (dog in the distance). They are not doing this because it hurts their ears. They are capable of hearing sounds we cannot.
The secret is to notice your dog's triggers and check him when they occur. If she starts, stop her, then praise her. If she ignores them altogether, praise her all the more.
But holding her, petting her and cuddling, may get her to thinking, "Hmmm...when I howl I get more attention." You do nto want that! Just a simple praise and not too much overly affectionate reaction.
Estep suggests trying a training collar that either sprays citronella oil or emits an ultrasonic sound when the dog tries to vocalize.
I am wondering if he has been neutered and if maybe there is a new dog in the neighborhood that she hears. ometimes they use howling as a way to say HERE I AM, COME FIND ME.
