I have a 2y.O. Jack russell with severe problems

Normally active, plays, loves to go with us in truck. Now, pants, acts terrified, no temp. , little bit of a runny nose, runs in circles, won't go outside, won't get in the truck, acts like he is a nervous wreck. Won't get off our laps. We are concerned that he got into some kind of chemical ? And he is having a reaction. Been like this for 4 days. Vet said he thought he was fine? Any imput?
