If a dog doesn't have his shots can he still get them at an older age?

Yes, he can, and should. He will not need as many as a puppy, generaly a series of 2 shots given 14 to 30 days apart, and then a yearly booster.

Yes. When we got our dog she was 5 months old and the people never gave us her health certificate so the vet suggested just taking the first set of shots again, just in case she never recieved them.

Sometimes they combine shots together so that they aren;t sticking them with tons of needles. A very small percentage of dogs are allergic to that. So if he's never had shots ask your vet and they will give you a dropper and tell you how much of a childrens benedryl to give them if they react to the shots. We did that because my sisters dog was allergic and I didn't want to take the chance not knowing what to do.

All in all it's fairly easy and the vet will give you papers stating what shots they had and when they are due for their next shots.
