My dog has shortness of breath and loss of appetite. What's wrong?

When bending over tying shoes, or walking up a slight grade I have trouble getting my breath. I have had a heart cath & it was ok. Should I see a pulmonary doctor or what kind.? No sleep apnea.

My dog has decreased appetite for dog food unless i mix it with real meat and a 10 lb weight loss over the last year
