You wont find the application, the ATF is the one tht offers this return of rights to a firearm , and they havent issued an application for years, they say they havent got any money for this , and its because they will not issue a felon for a hand gun , so good luck findin this , i dont think you ever will get your right back , because of the brady law

Well ive checked again to be sure, and if you get a full pardon from the govenor, then you will have all rights restored , even your gun rights, but i guess it has to go though the secretary of state, you might be able to get this , but ive never heard of any one getting it ,

Depends on which State you live in. Michigan :
28.424 Restoration of rights by concealed weapons licensing board; application; fee;
determination; circumstances; judicial review.
Sec. 4. (1) A person who is prohibited from possessing, using, transporting, selling, purchasing,
carrying, shipping, receiving, or distributing a firearm under section 224f(2) of the Michigan penal code, Act No. 328 of the Public Acts of 1931, being section 750.224f of the Michigan Compiled Laws, may apply to the concealed weapons licensing board in the county in which he or she resides for restoration of those rights.
